Made updates to Head Office Admin role, Instant App will now be in Spanish based on phone settings and fixed various issues in the Instant App.

Resolved a problem of buttons being hidden behind the keyboard in the Instant App
Head Office Admin roles are able to view and pay inactive employees and manage employee preferences
Users who's phone language is set to Spanish will now experience the app in Spanish
The short form fee disclosure is now available to download to a PDF
Added various animations to the app to let users know features like card pairing and job location screens are loading
Updated Online Enrollment for Instant Tip locations
Fixed a bug with the camera in the app where it unexpectedly quit when a user was scanning their ID
Fixed an issue with Instant Tip employees seeing a message about Instant Pay in the app
